A birth certificate or other proof of birth registration is not required when applying for an ID, but the National Identification and Registration Authority may require an applicant to produce a birth certificate, a voter’s card, a driving permit, a passport, a baptismal certificate or other prescribed documents to verify the information that is provided in the application. In the absence of satisfactory documents, a relative of the applicant or a person prescribed by the Minister may identify the applicant under oath. Note that the register of births is a component of the National Identification Register.

In contrast, the law makes it mandatory to produce a national identification card to access a broad list of specific government services such as employment, opening of bank accounts, pension and social security transactions, and issuance of passport. The register of births is a component of the National Identification Register.
