Recommended Practice based on International Guidelines
The law should identify a clear process for registering death of unknown persons and the time period for registration. Where identity of decedent is unknown, the case should be referred to the police. The deaths should be registered while the investigation is pending, and can be registered as "unknown" with the investigation number. The primary informant designated by law should be head of local police department.

Any person with information and Gram Niladhari are obligated to report the death of an unknown person to the nearest police station. This triggers the MLDI process. The Inquirer into Sudden Deaths is obligated to fill out Form B18 with potential cause and manner of death information (after conducting a post-mortem examination). Though the ISD is obligated to send this Form to the registrar of division for registration, the law does not specifically identify the process of death registration for an "unknown person"
