Recommended Practice based on International Guidelines
To achieve coordination, cooperation, and interoperability amongst various government agencies that govern civil registration, vital statistics compilation and identity management, a stakeholder coordination mechanism should be established. This coordination mechanism can take the form of an inter-agency civil registration, vital statistics and identity management committee, with representatives from each of the stakeholder agencies. Alternatively, a stakeholder coordination mechanism can be a single government agency empowered to coordinate the activities of civil registration, vital statistics and identity management stakeholders and oblige stakeholders to collaborate with the coordinating entity.

Legal Analysis
The Board of the National Identification and Registration Authority includes key stakeholders: one representative each of the Ministry responsible for internal affairs, the Electoral Commission, the Directorate of Citizenship and Immigration Control, the Uganda Registration Services Bureau, the National Information Technology Authority – Uganda and the Uganda Bureau of Statistics, and two persons to represent the public. However, there is no representation of the health sector or medicolegal death investigation authorities.
No other national coordinating mechanisms are established in the relevant laws, although the Board has a general power to appoint committees to exercise any powers or functions referred to them by the Board.
