A well-functioning civil registration system is the ideal source from which to derive accurate, complete, timely, and continuous information on vital events. Vital statistics should therefore be derived from civil registration data.

The law does not specify the link between civil registration and vital statistics, but a representative of the Uganda Bureau of Statistics sits on the Board of the National Identification and Registration Authority. The Uganda Bureau of Statistics Act generally requires cooperation with other lead agencies in the development of an integrated national statistical system.
In practice, the Bureau published its first report on vital statistics in 2025, covering data from 2020-2024, in collaboration with the National Identification and Registration Authority, drawing primarily on data in the civil registration system supplemented by data from the Population and Housing Censuses and Uganda Demographic and Health Surveys conducted by the Bureau.
