Are vital statistics produced for the entire country?

Vital statistics should be compiled for the total geographical area of the country, for each major and minor civil division, and each principal town and city. Vital statistics should distinguish between urban and rural settings
at least for the country as a whole and for each major or other civil division.
The Uganda Bureau of Statistics is tasked by law with responsibility for a national statistics system. In practice, vital statistics are published for the whole of Uganda. The Bureau published its first report on vital statistics in 2025, covering data from 2020-2024, in collaboration with the National Identification and Registration Authority. This report presents national vital statistics and disaggregates some statistics by subregion. The primary data source is the civil registration system, supplemented by information from the Population and Housing Censuses, Uganda Demographic and Health Surveys conducted by the Bureau.
Recommended Practice based on International Guidelines
National vital statistics should be compiled uniformly for the country, using common definitions, classifications, coding, querying, data entry and editing procedures. Where they are compiled subnationally there should be uniform standards set.
The Uganda Bureau of Statistics is tasked by law with responsibility for a national statistics system, with a duty to collect statistics for Uganda on a range of topics including “Population” and “Vital occurrences and mortality”. In practice, vital statistics are published for the whole of Uganda using a common approach.
Does the law require publication of vital statistics on a regular and timely basis?

Annual publication of vital statistics reports offer government agencies and other users a dependable source of vital statistics data. The law should therefore mandate that the statistics agency prepare and disseminate vital statistics reports and data at least annually.
