Legal Analysis
There is a right to appeal decisions made by the civil registrar. Before appealing the decision in court, interested parties must exhaust administrative remedies. These include: i) motion of reconsideration, which is filed before the same officer that issued the decision; and, ii) a motion of appeal, which is a remedy filed before the superior authority of the one that issued the decision.
