A well-functioning civil registration system is the ideal source from which to derive accurate, complete, timely, and continous information on vital events. Vital statistics should therefore be derived from civil registration data.

Bolivian law does not explicitly state that vital statistics be derived from civil registration records. However, in practice, data from the Civil Registry Service (SERECI) are shared with the National Institute of Statistics (INE) for statistical purposes. Under Law No. 1405 of 2021 (Law on Official Statistics) and Supreme Decree No. 4895 of 2021, the INE is the lead authority for producing official statistics and may certify other public institutions, such as SERECI, as producers of official data.
