Does the legal framework designate the entity or entities responsible for compiling vital statistics in the country?

The legal framework for the vital statistics system should assign the functions of establishing, operating and maintaining a national vital statistics system to a governmental agency. Most countries assign responsibility for the vital statistics system to the national statistics office. Another option is to place the vital statistics administration within the civil registration agency. A third option is to designate specific government agencies to carry out different vital statistics functions related to their respective areas of work. Whatever option is chosen, close coordination between the vital statistics system, civil registration system, and health sector is essential.
The National Statistics Institute - INE is the entity responsible for producing, regulating and disseminating official statistics.
Vital statistics are produced based on the information provided by:
- The Ministry of Health through the National Health Information System Unit (SNIS): Statistical information on health.
- The Civic Registry Service (SERECI): It provides information for the generation of statistics on births, deaths, marriages, free unions, and divorces.
- The Institute of Forensic Investigations (IDIF): Statistical data that allow establishing factors of violence and crime in the country.

A well-functioning civil registration system is the ideal source from which to derive accurate, complete, timely, and continous information on vital events. Vital statistics should therefore be derived from civil registration data.
Bolivian law does not explicitly state that vital statistics be derived from civil registration records. However, in practice, data from the Civil Registry Service (SERECI) are shared with the National Institute of Statistics (INE) for statistical purposes. Under Law No. 1405 of 2021 (Law on Official Statistics) and Supreme Decree No. 4895 of 2021, the INE is the lead authority for producing official statistics and may certify other public institutions, such as SERECI, as producers of official data.

The law should balance the privacy of individuals, with facilitation of data linkages between the civil registration and vital statistics agency when statistical data is shared between them. Generally vital event information should be submitted with identity information - such as name and UIN - removed.
Yes. Both the SERECI and INE are obliged to anonymize data to protect the privacy and confidentiality of individuals. This is found in Plurinational Electoral Body Law No. 18 of June 16 2010, articles 72 and 74 which state the obligation of SERECI to anonymize the identity of individuals to guarantee their right to privacy. Additionally, Law No.1405 of November 1, 2021 on national statistics' article 5 sets forth the principle of statistical secrecy, which demands that statistics must be anonymized.
