Law 23/2006, Art. 45, requires the family of Indonesian citizens living abroad to report deaths that occur abroad to the representative office of the Republic of Indonesia in that host country.

Article 3 of Law 23/2006 requires "every resident" to report vital events (including deaths). Article 44 of Law 23/2006 (as amended through law 24/2013) requires that every death be reported by the head of the neighborhood block within the domicile of the "relevant Resident" (the deceased). This would seem to limit death registration to those legally resident in the country. However, Article 96 of Permendagri 108/2019, requires the Disdukcapil (district level civil registration office) to record births and deaths of foreigners without immigration documents or legal residency and issue a certificate. Therefore, in practice, all deaths in the country are registered.
