The law does not distinguish between birth in and out of health facilities with regard to informant. Law 23/2006 (as amended through Law 24/2013), Art. 27 requires a birth to be reported by "residents". This provision seems to allow any resident to report a birth. However, Permendagri 109/2019 (Formulir Dan Buku Yang Digunakan Dalam Administrasi Kependudukan) requires the informant to complete Form F-1.01 at the time of reporting the birth. Form F-1.01 contains a signature line for the "head of the family". If the reporting is done by someone other than the head of the family, the person reporting must obtain an authorization with the form provided in Permendagri 109/2019.

For births occurring outside a health facility, local leaders or local authorities may have a role in providing parents with proof of the event (such as a birth notification record), notifying the birth to the local registrar, or acting as the informant.
