The law does not distinguish between deaths in and out of health facilities with regard to informant. Law 23/2006 (as amended through Law 24/2013), Art. 44 requires a death to be reported by the head of the neighborhood association where the deceased lived. This requirement conflicts with Article 2 paragraph (1) of the Joint Regulation of the Minister of Home Affairs and the Minister of Health Number 15 of 2010 and 162/MENKES/PB/I/2010 of 2010 stipulating "every death must be reported by the family or representative" to the civil registrar.
Article 7 of the Joint Regulation also stipulates that every health service facility organizer must report data on death events, and natural and unnatural causes of death to the local District Health Office once a month, with a copy submitted to Disdukcapil (district level civil registration office). However, this report is not intended as a report for death registration purposes.
