Government Regulation (PP) 40/2019, Article 27 prioritizes the establishment of sub-district offices in areas: a) with remote geographical conditions, difficult to reach by public transportation, and very limited access to public services; b) with high population density or mobility or exceeding the normal population density or mobility ratio in accordance with statutory provisions; and/or c) that require effective fulfillment of community service needs. However, sub-district offices are not always available, as their establishment depends on the decision of the Regent/Mayor, taking into account the specific needs and budgetary capacity of the District or Municipality.
